I understand framing to be how you see something within the cameras viewfinder. The moment that you decide on taking the picture is when you are happy that the subject or view is ‘framed’. Its the boundaries in which the picture sits.
Cropping an image can come later. A finished photograph can be cropped to erase something not seen in the taking of the picture OR a finished image can be cropped to enhance the subject ie: cropping sky and land from a view can dramatise a landscape making it panoramic or a subject detail can be enlarged or emphasized by cropping out anything unnecessary.
